Designing Evidence-Based Educational Change

Kelello Collectives (NPC) designs and implements interventions in challenging educational contexts, functioning as a Project Management Office that provides bespoke solutions to improve teaching and learning in schools and higher education institutions.

Building on Kelello Consulting’s 25 years of experience advising governments, universities, NGOs, and development partners, Kelello Collectives develops innovative, research-led approaches to foundational learning, teacher education, monitoring and evaluation, and systems improvement.

Collectively, the team brings over 100 years of combined research and evaluation experience across more than 150 completed assignments – spanning monitoring and evaluation, research, teacher knowledge, learning materials, assessment, and policy influence for government departments, international development agencies, NGOs, foundations, universities, and the private sector.

ABOUT KELELLO COLLECTIVES

Building a future shaped by research and evidence

Kelello Collectives (NPC) is a registered non-profit organisation established in 2023. We aim to become a leading provider of innovative and dynamic evidence-based solutions to improving learning outcomes — particularly in low-income communities across Southern Africa and beyond.

We draw on knowledge from validated assessments to inform instructional design, reflect on practice, and influence policy. Our work spans assessment, teacher knowledge development, course materials, and monitoring, evaluation, research and learning (MERL).

Our Story

Assessment

Assessment sits at the heart of our expertise. We design, develop, and analyse instruments that measure learning validly and reliably, drawing on advanced psychometric approaches to ensure results can withstand scrutiny. Whether the task is diagnostic, formative, or evaluative, we build assessments that produce trustworthy data — and we interpret that data with methodological rigour, so that we and our partners can act on it with confidence. PrimTEd Assessment is our flagship assessment project.

Monitoring, Evaluation, and Research of Learning

We help funders and implementers understand whether, how, and why educational interventions work. Our evaluations combine rigorous theory-of-change thinking with strong qualitative and quantitative methods, giving partners a clear, defensible evidence base for decision-making. From conceptual design through to fieldwork and analysis, we generate findings that are credible to donors and useful to practitioners — always attentive to the context in which learning happens.

Teacher Knowledge

We believe teachers have the greatest effect on improving education outcomes: it is the teacher who implements any school-based intervention, and so teachers need the disposition, knowledge, and skills to inspire learners and effect change. We design programmes, curricula, and learning materials — drawing on print, television, e-learning, and m-learning environments — that strengthen teacher knowledge (both pre-service and in-service), with particular depth in Foundation Phase mathematics and language teacher development. Maths4Primary Teachers (M4PT) and Two Pathways are our flagship projects.

Policy and Research Influence

Good evidence should shape practice and policy. We share learning across current and completed projects and make lessons from interventions visible — through report writing, publication, and dissemination with a wider academic research community, and through our global network of research collaborators. In doing so, we help ensure that what works in one setting can inform and improve education systems more broadly. To achieve our goal to use research to influence policy, we help develop the next generation of researchers through our Research and Capacity project.
